Probables Efectos de las Medidas de Ajuste Económico sobre el Sector Agroallimentario Venezolano

Abstract
Este artículo, al tiempo que analiza algunos efectos de las medidas de ajuste sobre el sector agroalimentario, intenta dar respuesta a quienes sostienen que la cuestión agrícola en Venezuela está siendo enfrentada con decisiones y medidas inconexas y parciales. El análisis exigió revisar los aspectos más importantes del desarrollo histórico del sector a fin de determinar sus características en el momento en que se aplicaron las políticas decididas por el Fonda Monetario Internacional. Los resultados revelan que una superficie significativa se dejó de sembrar y la producción de los principales rubros destinados a su procesamiento agroindustrial, disminuyó ostensiblemente. Tal hecho justificará las importaciones y de esta manera se reeditará la situación prevalente durante la década del 70 y los inicios de los 80. De esta forma se habrá logrado una inmejorable adecuación entre los procedimientos y modalidades ejecutados por el gobierno en materia agrícola y los principios que propugna el liberalismo para el sector. De este modo se aprecia también que las referidas medidas, que aparentemente lucían incosistentes y enmarcadas fuera de la Política Económica Global, demostraron estar en armína con ella y, a la postre, resultarán provechosas para la política comercial de los países exportadores de alimentos.
Abstract
Effects of Measures of Economic Adjustment in the Agricultural Sector in Venezuela
The article discusses some of the effects that the measures of economic adjustment have had on the agricultural sector in Venezuela. Contrary to some analyses, it is maintained that the agrarian question in that country has been addressed with partiaI and inadequate measures. Through a review of the principal aspects of the historical development of the sector, its characteristics at the outset of the application of the directives imposed by the International Moretary Funds are determined. Findings indicate that a significant portion of land was left idle and that the agricultural products destined to agroindustrial processing diminished notably. This situation generated an increase in imports and a recreation of the situation existing in the seventies and early eighties. In this context, the procedures and modalities carried out by the government in agricultural matters appear to follow the principles of economic liberism in agriculture. It is concluded that these measures are consistent with the Global Economic Policy and are advantageous to the interests of agricuitural and food exporting countries.
